Human Resources Manager

Ref: HRM/11/2014
 
Reporting directly to the Chief Executive Officer, the incumbent will develop and deliver people management strategies which support the Sacco’s overall strategic aims and objectives. 

S/he will contribute at both strategic and operations level in order to identify human resources priorities and recommend appropriate people management solutions which support business aims, in addition to providing a customer-focused HR service.

Specific responsibilities will include:
  • Developing and implementing the annual HR business plans derived from the Strategic Plan;
  • Identifying, designing and implementing strategic HR projects, as and when required.
  • Developing, reviewing and ensuring compliance with HR practices and procedures;
  • Developing and implementing effective and equitable job grading and salary structures;
  • Preparing and monitoring the departmental budget;
  • Developing manpower plans, conducting recruitment and selection, induction and development programs;
  • Coordinating, monitoring and evaluating performance management and appraisal processes;
  • Driving staff engagement initiatives;
  • Managing employee relations and grievance processes;
  • Ensuring a conducive work environment and overseeing employee welfare, safety and health; and
  • Preparing HR metrics and reports on all staff HR related issues.
Key qualifications, knowledge and experience required:
  • A Masters degree in Business Administration, Strategic Management or Human Resources Management;
  • A member of Institute of Human Resources Management. A higher Diploma in Human Resource Management will be an added advantage;
  • At least 10 years human resource generalist working experience of which at least five (5) should be in a senior management position heading a HR function;
  • Understanding and working knowledge of Labour laws and Labour Union activities;
  • Excellent negotiation and conflict resolution skills; and
  • Excellent counselling skills.

Under the supervision of the Area manager administratively and Human Resource Coordinator technically, the Human Resources Assistant will assists with the administration of the day-to-day operations of the human resources functions and duties. 
The HR assistant carries out responsibilities in some or all of the following functional areas: departmental development, HRIS, employee relations, training and development, benefits, compensation, organization development, and employment.
 
Responsibilities:
  • Provide general office support services; draft and/or processes a variety of correspondence and other communication including letters of introduction of staff to various institutions;
  • Assist in the recruitment process i.e. receiving applications of various positions as advertised, compiling summary of the shortlisted candidates, organizing for the interview venue etc; at the field level.
  • Update the staff list for resignations, transfers, change of designation and new staff;
  • Ensure that enquiries in HR office are dealt with promptly and courteously;
  • Follow-up on performance appraisals and ensure they are done on time as scheduled;
  • Manage and alert the HRC on confirmations, expiry of contracts etc
  • Prepare and manage contracts for casual staff as advised by the HRC
  • Coordinate the exit/clearing process of staff who resign or their services terminated;

  • HR administration, such as Staff ID, social contributions, staff leave follow up
Minimum job requirements:

The Position

Numerate, with excellent IT/analytical skills. Ideally with experience of managing HR databases and producing user-friendly HR information for line managers.
Good written communication skills, ideally with experience of having written policies, handbooks, etc.

We are seeking a qualified candidate to fill the position of HR& Administration Officer in our Wajir East Office. This is a one year fixed term contract.

Job Purpose

The purpose of the position is to coordinate and manage all human resources requirements for Save the Children (UK) – Wajir East Area office and implement national policies in accordance with Save the Children (UK) policies and practices.

Key accountabilities

* Supervise closely Wajir East staff leave status i.e annual leave, sick leave, compassionate leave, paternity/maternity, TOIL and R&R , ensuring regular updating of the leave database and status report sent out to line managers, track leave in coordination with the HR Manager in Nairobi and advice accordingly.
* Prepare local employment contracts for Wajir staff upon appointment and maintain an effective contract planning mechanism, ensuring staff are issued with extension letter where required and liaise with the HR Manager.
* Manage Wajir staff employment contracts records; liaise with the HR Manager to ensure timely renewal.
* Facilitate and Administer staff medical insurance, ensuring employee insurance eligibility list is current.
* Line management of field support staff.
* Update and maintain SCUK Wajir staff contact list and organizational chart and send to HR Manager in Nairobi on a regular basis.
* Assist in the development of induction plans and processes for Wajir East staff; ensure that staff are aware of policies and best practices relating to their employment. Follow up induction evaluation procedures for monitoring the effectiveness of the induction processes and feedback to line managers and HR Manager.
* Monitor staff movements between field offices together with the Field thematic managers and Admin Assistant incharge of travel arrangements and advise NBO accordingly
* Support the field office manager in providing HR advice and assistance with Local recruitment, selection and training, ensuring the correct processes are followed.
* Provide support to supervisors and staff on objective setting, performance review and drawing performance development plan therefore ensuring that it is happening in a timely and effective way.

Person Specification
Essential

* A Degree in Human Resources Management or Social Sciences from a recognized University and Diploma in Human Resources.
* At least two year’s relevant experience in HR/Admin within a busy organisation
* Knowledge of current Kenya employment legislation
* Good communication and interpersonal skills
